East Liverpool Police Reports for 11-14

On Monday at 8:58 a.m., several crossing guards at North Elementary School reported a male driving a black Chevy Blazer with Ohio tags was belligerent and, at one point, pulled into traffic and nearly struck another vehicle. According to the report, one crossing guard noticed the driver had earlier stopped his vehicle near the bottom of some stairs and let some children out of the vehicle. The crossing guard told him that was not permitted.

On Monday at 2:39 p.m., officers responded to 700 Bradshaw Ave. due to a domestic problem. Officers spoke to Lacie Springer, 25, who said earlier in the evening, her and Roger Ingram had gotten into an argument over her letting her brother steal money from Ingram. Springer told officers Ingram grabbed her and twisted her head and choked her. Officers checked the residence and had no contact with Ingram.

On Wednesday at 10:25 a.m., Donald Franklin was operating a vehicle and was stopped near Market Street and Summit Lane. He was given a warning to get the brake lights repaired.

On Wednesday at 3:20 p.m., officers responded to a call at a Heights Manor apartment along North Shady Lane Drive. Two small children were found in the apartment alone and without adult supervision. The mother was seen coming from another building, and officers told her that a report would be sent to Children Services.

On Thursday at 7:56 a.m., Heather Grimes went to the police station and told officers she was receiving threatening phone calls. She was advised to contact her phone provider.

On Thursday at 11:01 a.m., an officer went to the Safety-Service Director's office in City Hall to remove a man who was complaining about the condition of Mapletree Street. The man was asked to leave and did so.

On Thursday at 3:10 p.m., Dave Campbell reported someone attempted to break out the front window to the Teen Club along East Fifth Street using a beer bottle.

On Thursday at 11:19 p.m., officers responded to East Bay Car Wash along Pennsylvania Avenue and discovered the office door was kicked in and pry marks on the coin money machine hanging on the wall. Owner Jim Swoger arrived on the scene and said he believed less than $10 in change was likely stolen from inside the office.

On Thursday at 5:19 p.m., officers were told that someone rolled a tire down the hillside off St. Clair Avenue toward Daisy Lane and the tire struck a car's rear bumper.

On Thursday at 6:13 p.m., Jessica Wooten, 21, told officers Mike Leeke was at 868 Lisbon St. threatening house members. Leeke reportedly ran out the back door when officers arrived and was not located. The victim was told to see the Law Director about filing charges if needed.

On Friday at 12:21 a.m., an employee of the Teen Club along East Fifth Street reported someone had thrown a chunk of concrete through the club's front window. No suspects were located.

On Friday at 12:59 a.m., officers arrested Raymont E. Bryant, 33, and Tyree L. Marrero, 34. While on patrol, the officer noticed Marrero getting into a cab with Bryant. Active warrants were on file against Marrero. The cab went to its destination on Moore Street and the officer stopped the two while the warrant information was reviewed. An officer patted down Bryant who allegedly had a glass pipe, commonly used to smoke crack, in his back pocket, according to the report. Marrero was arrested for the warrant and Bryant was charged with drug paraphernalia.

On Friday at 8:15 a.m., an employee of the downtown Giant Eagle observed a juvenile shoplifting and placing the items in a backpack. The juvenile was taken to the police station then to East Liverpool Middle School. The parents were notified along with Juvenile Court authorities.

On Friday at 9:46 a.m., Judge Melissa Byers-Emmerling summoned an officer to remove Raymont Bryant from the courtroom and see what was wrong. Bryant was found sleeping in the courtroom, and officers smelled a faint odor of alcohol. The officer asked Bryant if he had any weapons and he indicated the only item he had was his pill bottle, according to a report. Bryant pulled the bottle from his right pants pocket and the bottle showed a prescription for another person. The bottle was taken as evidence, the judge was advised, and Bryant's case was continued.

On Friday at 11:26 a.m., officers were called to Elm Street concerning a juvenile with a mental disability knocking on the door of a neighbor. All parties were told to stay away from one another.

On Friday at 11:45 p.m., officers responded to a call of shots being fired along West Drury Lane. A juvenile was arguing with another person when officers arrived, and the sound of shots being fired was a baseball bat striking a house. All those involved were told to stop sending threatening text messages and to not go near each other's property.
