East Liverpool Police Reports for 4-27
April 24
At 11:32 p.m., officers went to Scotty's Bar along St. Clair Avenue and spoke to a female who said she got into an argument with a female she knows and after a brief conversation, the female struck her in the mouth and the shoulder and arm area. The complainant was advised on how to file charges with the law director. The suspect was identified and sent home in a taxi and was told future charges may be ending.
At 11:32 p.m., officers were told of a fight along Fairview Street. When officers arrived, the suspects had left the area.
At 11:32 p.m., an intoxicated female was found walking along Belmar Street and was attempting to walk to Glenmoor. She was driven to her home.
At 11:43 p.m., officers were told a female was outside of a Lisbon Street home screaming for a person inside the home and challenging them to a fight. When officers arrived, the suspect had left the area.
April 25
At 1:50 a.m., officers spoke to a female who said she was at a house on Laura Avenue and when she went to leave and walked off the porch, a male grabbed a pellet gun and was shooting at her while she was walking away. She told officers she went all the way to Blakely Street and saw three patrol cars involved in a traffic stop. The male suspect then turned and walked away from her. The female went to Giant Eagle and then got a ride to Walmart. Officers asked her why she did not go to the police department and she told them she thought the officers were busy with the accident along St. Clair and Walnut and did not want to bother them. She told officers that no pellets hit her.
At 3:25 p.m., officers spotted Vickie L. Anderson, 41, walking on West Eighth Street near Westgate School and placed her under arrest for an outstanding warrant. She was transported to the county jail.
At 3:48 p.m., a resident along Ohio Avenue reported the theft of a dog chain and anchor from the yard.
At 3:52 p.m., officers were told of a person shooting birds with a BB gun, and a homeowner was worried the bird could die in a chimney causing a very bad smell.
At 6:18 p.m., a parent living along Wilbert Avenue told officers about a missing 7-year-old boy. The child was spotted pushing his bicycle up Park Way near the American Legion and told officers he was thirsty and looking for some water. The child was taken to Gina's Drive Thru for a water and some candy and was returned home.
At 9:40 p.m., officers arrived at the former Kiddings building and spoke to two individuals who said they were arguing. Both said no physical altercation occurred and they would be more quiet.
At 9:56 p.m., a female told officers she has been harassed, followed and called by her ex-boyfriend. She was told to speak to the law director.
At 10:39 p.m., several juveniles along Drury Lane ran from an officer. The officer exited his vehicle and was able to speak to two of the juveniles. They told the officer they were scared when they saw the police and that they don't like police officers. The juveniles were told not to run from officers again.
April 26
At 2:19 a.m., a resident at Heights Manor told officers that a male she did not know was beating on a window telling her to open the door. Officers checked the area and did not contact the suspect.
At 3:04 a.m., officers stopped Todd R. Birch, 40, for operating a truck without a license plate light and for weaving. According to the report, Birch had slurred speech and was driving under suspension and had an active warrant for his arrest out of Columbiana County. Birch allegedly failed field sobriety tests and registered .222 on a breath analysis test.
At 4:19 a.m., a resident along West Fourth Street told officers that when she came home she discovered someone had stolen some loose change from a glass jar, a Zippo lighter and also went through her clothes. Nothing else was reported missing and no signs of forced entry were discovered.
