Columbiana County Grand Jury

Andrew Culler, 39, South Market Street, East Palestine, was served a secret indictment charged with sexual battery and two counts of gross sexual imposition. Beginning on Jan. 1, 2010 and continuing through July 10, 2016, Culler is alleged to have had sexual contact with a child, who was 7-years-old when the sexual conduct began.

John W. Jarvis, 41, North Madison Street, Salem, was served a secret indictment charged with robbery and two counts of burglary. On Aug. 3, Jarvis allegedly committed or attempted to commit a theft offense and placed Richard Liebhart in danger. Additionally, on Aug. 4, Jarvis trespassed in the occupied home of Claire and Clarissie Zellers, Madison Avenue, Salem, and similarly trespassed into the occupied home of Erica D. Wolfe, New Garden Avenue, Salem, on Aug. 17.

Chad L. Gower, 48, East Sixth Street, Salem, was served a secret indictment charged with theft and falsification. Gower allegedly obtained unemployment benefits he was not entitled to starting on Feb. 8, 2017 and continuing through July 8, 2017, making a false statement in order to secure the payments.

Joshua Hughes, 35, South Market Street, East Palestine, was served a secret indictment charged with possession of cocaine, possession of heroin and aggravated possession of drugs. Hughes is accused of having fentanyl and the other two drugs on Aug. 8.

Benjamin P. Mahon, 19, North Market Street, East Palestine, was served a secret indictment charged with receiving stolen property. On Oct. 9, Mahon allegedly had a 1972 Honda motorcycle owned by Ronald Desanzo, which had been stolen.

Hughes, Mahon, Jarvis, Culler and Gower were among those indictments issued by the grand jury in February.

Cortni D. Rankin, 28, West Main Street, East Palestine, was served an indictment charged with aggravated possession of drugs. On July 20, Rankin allegedly had a compound mixture containing methamphetamines. The secret indictment was issued by the grand jury in January.
