East Liverpool Police Reports
An argument was reported on First Avenue at 4:51 p.m. Saturday. A woman told police the property next to her is owned by the land bank and the caretaker for the property approached her about throwing items onto the property. Police reminded her she is not allowed to throw trash onto the property. As police were leaving a man came onto the property screaming at her and using profanity. He was identified as Douglas Russell, 32, the woman’s son, and he was found to have a warrant through the county sheriff’s office. He was placed in handcuffs to be transported to the police station and enroute he began complaining of shoulder pain. He was taken to ELCH for treatment and a deputy was notified so he could be picked up and taken to the county jail.
Joseph Mason, 34, was cited with open container after he was seen by police walking down First Avenue and then toward Mulberry Street carrying an open bottle of liquor Saturday.
