In Columbiana County Municipal Court, Eric J. Vaughn, 37, Pittsburgh Street, Columbiana, waived his right to a preliminary hearing for a possession of drugs charge. Vaughn allegedly had heroin and fentanyl during a traffic stop in Leetonia on Aug. 7. He was bound over to the grand jury.

Kathleen Anne Norwood, 57, West Seventh Street, Salem, was fined $875, had her license suspended for two years, sentenced to 20 days in jail and required 30 hours community service for OVI second offense and back up lights.

Marc Douglas Hinkle, 47, Leslie Road, Rogers, was fined $675, had his license suspended for a year, required to attend a three-day counseling program and ordered 30 hours community service for OVI first offense and a turn signal violation.

Jacqueline N. Weingart, 33, New Garden Avenue, Salem, was fined $825, had her license suspended for two years, credited with three days served in jail, required to attend a three-day counseling program and ordered 30 hours community service for physical control and obstructing official business.

Anthony R. Kelly, 29, Wood Street, East Palestine, was fined $475 and required 80 hours community service for two counts of driving under suspension and one count each of reckless operation and a one way traffic violation.

An April 9 pretrial was set for Tommy L. McMillen, 31, East Euclid Avenue, Salem, cited with OVI second offense, window tint, speeding and open container.

Roger Clay, 50, Cleveland Street, Salem, was credited with a day in jail, fined $250 and required 30 hours community service for theft for working with a co-defendant to select and hide items in her purse valued at $94 on Dec. 3.

Morgan M. Butler, 20, Weirton, W.Va., was fined $150 and had her her license suspended for 180 days for possession of marijuana.

A March 1 pretrial was set for Nathan Courtney, 30, West Perry Street, Salem, charged with assault for allegedly going after Douglas Smith with a baseball bat and spat in his face after they argued on Sept. 19 when someone outside the apartment called Courtney’s wife a vulgar name.

Courtney Ellen McColligan, 20, Weirton, W.Va., was fined $150 and had her license suspended for 180 days for possession of marijuana.

Jacob A. Davis, 27, Mark Road NE, Kensington, was fined $50 for expired registration. A brake lights citation was dismissed.

Mark F. Cassinger, 45, East Fourth Street, Salem, was credited with four days served in jail, sentenced to an additional six days in jail and fined $150 for disorderly conduct. Cassinger was walking intoxicated in the snowy roadway in 20-degree weather on Sunday.

Jessica N. Herrick, 33, Tower Road, Salem, was fined $150 and credited with two days in jail for persistent disorderly conduct amended from domestic violence for shoving Cheryl Wolfe down several times and into a dog cage on Aug. 13.
