Columbiana County Common Pleas

Michael S. Heverly, 33, South Union Avenue, Salem, was sentenced in Columbiana County Common Pleas Court to four years and nine months in prison for illegal assembly or possession of chemicals for the manufacturing of drugs, illegal manufacture of drugs, receiving stolen property and two counts of possession of drugs. Heverly was manufacturing meth and had the materials to do so at his home on both Sept. 28, 2016 and Oct. 26, 2016. Also on Sept. 28, 2016 he had a shotgun reported stolen by Julie Echard-Heverly.

Chantel M. Shuman, 26, Orchard Court, Salem, stipulated to violating the terms of her community control from illegal assembly of chemicals for the manufacture of drugs and possession of drugs, the two charges she pleaded guilty to on Sept. 15, 2017. Her community control was continued until April 2019. Shuman’s meth-related convictions were for her activities in March 2014.

Charges of domestic violence and felonious assault against Nicole M. Swagger, Macklin Road, New Waterford, were dismissed when the grand jury determined not to indict her.

Martez D. Hardy, 20, Moore Street, East Liverpool, was found eligible for intervention in lieu of conviction. He was placed on a three-year intervention plan for escape. On July 20, 2017, Hardy did not appear when he was ordered to do so.

James M. Horne, 33, New Castle, Pa., was placed on four years community control including up to six months at the Eastern Ohio Correction Center. Horne had pleaded guilty in November to four counts of possession of drugs with a forfeiture specification. Horne had heroin, cocaine, oxycodone and hydrocodone on March 22, 2016, along with $4,572 in cash used in drug-related offenses.

Kenneth G. Kleinkecht, 45, Lisbon Road, Leetonia, was placed on four years community control for non-support of dependents. Kleinkecht was $31,864 behind in one case and $34,201 behind in another case as of July 22, 2016.
