East Liverpool PD reports

Officers responded Friday night to a Maplewood Avenue residence for reports of a possible overdose and reported finding Douglas C. Toothman, 39, of that address, on the floor of his bedroom, blue in color, sweating profusely and struggling to breathe. North Star Critical Care ambulance arrived and paramedics administered Narcan, causing him to revive after about five minutes. Toothman reportedly told ambulance personnel he had used heroin, and an officer found a syringe on a shelf and other items related to drug use. Toothman was transported to East Liverpool City Hospital and was charged with intoxication.

Officers were sitting stationary on Parkway Avenue Thursday morning when Patrolman Justin Watkins reported seeing Cagney A. Springer, 28, Pennsylvania Avenue, drive past and, knowing he has no driver’s license, initiated a traffic stop on St. Clair Avenue. As Watkins activated his overhead lights, he reported seeing Springer place something in his mouth and then grab a can of Mountain Dew and take a drink. Asked what he swallowed, Springer said he only took a drink. After removing Springer from the vehicle, officers reported seeing a small white rock on the driver’s seat which they suspected to be crack cocaine. It was bagged as evidence and will be sent for testing. Springer was cited for driving under suspension.
