Columbiana County Grand Jury

Three men charged with stealing DeWalt tools from JWB Supply Co. in Lisbon and two men accused of having large amounts of drugs were among 33 indictments issued this week by the Columbiana County grand jury.

Christopher D. Price, 34, Purinton Avenue, East Liverpool; James L. Cunningham, 35, East Eighth Street, East Liverpool; and Shawn M. Cunningham, 30, Fifth Street, East Liverpool, are each charged with theft for allegedly taking a DeWalt impact wrench, a DeWalt grinder and miscellaneous DeWalt batteries from the business on May 8, 2017. The three indictments were among nine open indictments and two superseding indictments released on Wednesday. The remaining 22 indictments will be released as they are served.

William E. Martin II, 38, last known address West Washington Street, Lisbon, is charged with having weapons while under a disability, possession of cocaine, possession of heroin, possession of marijuana, trafficking in cocaine and two counts of trafficking in heroin. Additionally, there are several specifications with the indictment, including that Martin was the owner of $57,419 in currency for the intended commission of drug-related crimes and that the grand jury considered him a major drug offender. Both the possession of cocaine and possession of heroin charges are first-degree felonies due to the large amounts of the drugs allegedly in his possession on March 28. Other charges claim he had a weapon on March 28 and has a conviction for aggravated robbery in Hancock County, W.Va. in 2001. Additionally, he allegedly had in excess of a kilogram of marijuana and sold heroin on March 28, as well as both cocaine and heroin on March 22.

Joseph A. Dorsey, 36, Clark Avenue, Wellsville, is charged with 11 counts of possession of drugs and one charge of having weapons while under a disability. Additionally, the indictment contains a specification claiming Dorsey had $14,244 intended for use in a drug-related offense. Dorsey allegedly had less than 10 grams of heroin, a synthetic cannabinoid substance known as 5 F-AKB48, less than 100 grams of cocaine, less than the bulk amount of carfentanyl, furanylfentanyl, fentanyl, tetrahydrocannabinol, carisoprodol, tramadol, alprazolam and diazepam, all on Jan. 27. At the same time, he was reportedly found with a loaded .22-caliber pistol when he already has multiple felony convictions involving the possession, use or trafficking of drugs.

Jerry L. Taylor, 59, Lisbon Road, Leetonia, is charged with assault, harassment with a bodily substance, possession of drugs and tampering with evidence. On Jan. 14 he is alleged to have assaulted and expelled a bodily substance on Washingtonville patrolman Chad Redfern Jr. while at the same time Taylor reportedly had cocaine and tried to hide or impair its value during an investigation.

Brandon M. Huff, 22, East Third Street, Salem, is charged with harassment with a bodily substance, assault and aggravated menacing. Huff allegedly expelled a bodily substance on Corrections Officer Zachary Rouch on May 26 at the county jail, attempted or caused harm to Rouch and threatened Rouch causing him to believe he would cause serious harm to him.

Steven R. Smith Jr., 26, Baum Street, East Liverpool, is charged with domestic violence for allegedly harming Ashley Hudson on June 7, 2017 when Smith already has a domestic violence conviction from 2014.

Anthony A. Anderson, 44, Youngstown, is charged with complicity to robbery. He is accused of assisting Joseph Derrico in committing a robbery on June 5.

Clint R. Eisnnicher, 31, New Garden Avenue, Salem, is charged with burglary for allegedly trespassing into the home of Leykon Lamp, South Lincoln Avenue, Lisbon, on June 7.

Aaron N. Francis, 31, Huston Road, East Liverpool, is charged with burglary and domestic violence. Francis is accused of trespassing into the home of Shanna Knoblock, Mick Road, Wellsville, on May 17, while harming or attempting to cause harm to Knoblock. Francis also has a previous domestic violence conviction from September 2016.

Randy L. Skelton, 35, state Route 7, North Lima, was served a secret indictment on a possession of drugs charge. Skelton allegedly had less than five grams of crack cocaine on Sept. 30. The indictment for the fifth-degree felony charge was issued by the Columbiana County Common Pleas Court grand jury in June.
