Columbiana County Grand Jury

William E. Martin II, 38, Bradshaw Avenue, East Liverpool, was served a secret indictment for two possession of drugs charges for allegedly having at least five grams but less than 10 grams of cocaine and less than the bulk amount of oxycodone on Jan. 4, 2016. The indictment was issued in April.

Ryan J. Taylor, 34, Arch Street, Salem, was served a secret indictment for two counts of possession of drugs charges for allegedly having less than the bulk amount of both fentanyl and tramadol on Oct. 14, 2016. The indictment was issued in April.

Michelle D. Harris, 31, Youngstown, was served a secret indictment on a possession of drugs charge. She is accused of having less than a gram of heroin on Aug. 18, 2015. The indictment was issued by the grand jury in September.

Melvin Wayne Vollmar, 59, Lisbon Street, Hanoverton, has been charged after allegedly having a sexual relationship with a minor starting last summer and continuing until December 2016.

Vollmar is charged with four counts each of rape, sexual battery and unlawful sexual conduct with a minor. According to the charges, Vollmar was a relative or had parental control of the teen, who was at least 13 but less than 16 at the time of the alleged crimes.

The secret indictment along with the following other indictments were issued by the grand jury in April.

Jerry J. Taylor, 59, Lisbon Road, Leetonia, is charged with assault and harassment with a bodily substance. He is accused of harming or attempting to harm Washingtonville patrolman Chad Redfern Jr. on Jan. 14. The charges allege Taylor, knowing he was a carrier of either a hepatitis virus or tuberculosis, expelled a bodily substance at Redfern.

Chantel M. Shuman, 25, Orchard Court, Salem, was served a secret indictment charged with possession of drugs for allegedly having suboxone on Aug. 16.

Andrew D. Conner, 38, Franklin Avenue, Alliance, was served a secret indictment for possession of drugs and possession of drug paraphernalia. Conner allegedly had less than five grams of cocaine, a crack pipe and a digital scale in his possession on Oct. 23, 2016. The indictment was issued by the Columbiana County Common Pleas Grand Jury in April.
