Columbiana County Grand Jury

Jacob S. Lowther, 23, West Summit Street, East Liverpool, was served a secret indictment on an assault charge. Lowther is accused of causing physical harm to corrections officer Joshua Mellinger, by pulling the corrections officer into his county jail cell and punching him on Feb. 3. The indictment was issued by the grand jury in April.

Patricia L. Hartline, 48, Stookesberry Road, Lisbon, was served a secret indictment for four counts of theft. Hartline allegedly stole at least $1,000, but less than $7,500 from Charles Allen, an elderly person starting on Aug. 2, 2016 and continuing through Jan. 3, 2017. Additionally, she is accused of using three of Allen’s personal checks at Chase Bank on Aug. 23; Sept. 8; and Sept. 10, 2016.

Dale S. Fryer, 48, New Cumberland, W.Va., was served a secret indictment on charges of insurance fraud and falsification. Fryer allegedly made a deceptive claim on a Nationwide Insurance policy obtaining at least $7,500 and less than $150,000. Additionally, he is accused of misleading a St. Clair Township police officer on July 14, 2016 by making a false statement. The indictment was issued in April.

Mackenzie A. Strub, 21, Bradshaw Avenue, East Liverpool, was served a secret indictment on charges of two counts of possession of drugs with a forfeiture specification. On Jan. 4, 2016, Strub allegedly had at least five grams but less than 10 grams of cocaine and less than the bulk amount of oxycodone along with $400 used or believed used in a criminal drug offense. The indictment was issued by the grand jury in April.
