Police were called around 4:34 p.m. March 18 to Independence Square regarding a possible domestic dispute. Upon arrival, officers observed multiple people yelling in the parking lot, many who had injuries to their faces. Parties were separated and asked what happened. Brittany Lockhart stated her brother, Earl Thorne, last known to be from Lisbon, got into a verbal argument with her, escalating to the point where he reportedly attempted to punch her in the face but missed. Thorne, however, stated Lockhart struck him, and added that when he left the house, Lockhart told the neighbors outside that Thorne hit her. That was when three individuals — Daniel Monte Jr., Daniel Monte III and Brenton Harrison — reportedly assaulted Thorne, who also stated Harrison hit him first while holding his child. Thorne’s brother, Richard Lockhart, also admitted to getting involved in the fight to protect his brother. Injuries and blood were observed on Thorne’s face. Both the Montes and Harrison admitted to the assault, but no one involved in the altercation wished to file charges or write out statements. Thorne was received a no trespassing on all government housing warning and advised that if he returned, he would go to jail and face criminal trespassing charges.

n Rachel Watkins, Clark Avenue, reported at 8:05 p.m. March 21 that a known female had been calling her names on Facebook, and added that two known males also had harrassed her through text messages. She also stated that her child’s grandmother showed up at her house after following her through town and asked to see her grandson, which Watkins toled her she would have to go to court to see the baby. The grandmother reportedly cussed at Watkins and drove off. Watkins stated she now fears for her and her son’s safety. An officer later spoke with the grandmother and advised her of the allegations and to cease further communication with Watkins. A report was submitted to the prosecutor for review.

Police were called around 8:42 p.m. March 23 to the Pizza Hut on Main Street regarding a disturbance involving a man who refused to leave and reportedly might have been on drugs. Officers spoke with an employee at Pizza Hut, who said the man had finally left after being loud in the restaurant and not cooperating with the employees and the manager. The employee told police the man was in the bathroom on his hands and knees asking for help when a hypodermic needle with a fluid substance was found on the floor next to a lighter. That employee asked the man to leave, which he refused. He raised his voice, and then went down the back alley behind the restaurant. He was described as a white male with a bandanna. After evidence was collected, officers checked in the alley, where they found a man slumped over a rock wall. The man, identified at this point as James Hawkey III, was reported to be incoherent, have slurred speech and pinpoint pupils, and also reportedly could not stand straight. Officers spoke with Hawkey, who stated he was just tired and left Pizza Hut. Officers then advised him about the hypodermic needle with the fluid found in the bathroom. Hawkey initially denied any ownership but later admitted it was his, and that the liquid was morphine. When asked where he got it, Hawkey said he got it from “someone up the street,” but couldn’t recall the location or who sold him the drugs. Lifeteam EMS later arrived, and after taking his vitals and reading a high blood pressure, Hawkey was transported to East Liverpool City Hospital. Charges of inducing panic against Hawkey are pending.

Starting at 2:20 p.m. Monday, police received several reports of vehicles that were keyed in the neighborhood of Broadway Avenue. Officers went to the neighborhood and spotted several vehicles that experienced these markings. Those included a bronze four-door 2015 Chevrolet Malibu driven by Jeff and Peggy MacLean and registered to Acar Leasing Ltd. reported by the MacLeans at 2:20 p.m.; a gray four-door 2015 Buick Regal registered to Myra R. Brush and reported at 2:37 p.m. by neighbor Garnet Smith; and two vehicles owned by Keith A. Grimm, a black 1999 Ford F-150 pickup truck and a maroon four-door 2001 Buick LeSabre, as reported by Grimm at 2:54 p.m..

Damage to the MacLeans car was confined to the right side of the vehicle from the passenger door to the rear quarter panel. Brush’s car damage was confined to the right rear passenger door which consisted of a four-lettered obscenity scratched into the door. Grimm’s truck damage was located on the passenger side door and the right rear bed panel, while his car damage was confined to the passenger side door. All of the vehicles were parked in front of their residences.
