In Columbiana County Municipal Court Randy W. Park Jr., 30, Poland, waived his right to a preliminary hearing and was bound over to the grand jury on a trafficking in drugs charge. Bond is continued at $10,000 cash or surety. Parks sold five buprenorphine for $100 to someone working a detail for the Columbiana County Drug Task Force on Feb. 8.
Todd A. Kirtley, 33, Metz Road, New Waterford, was bound over to the grand jury for a possession of chemicals for drugs charge. Kirtley is alleged to have chemicals and equipment for extracting THC from marijuana when the Drug Task Force entered his home on Feb. 9.
An assault on a corrections officer charge against Jacob S. Lowther, 23, c/o county jail, was dismissed. Lowther had been accused of pulling a corrections officer identified as J. Mellinger into his cell and punching him on Feb. 3. Mellinger reportedly did not appear for the preliminary hearing for Lowther, which was scheduled for Thursday afternoon.
A Feb. 23 preliminary hearing and pretrial was set for Morgan R. Parker, 30, Anna Street, East Palestine, charged with tampering with records, a felony charge, and with falsification, driving under FRA suspension and speeding. Parker is accused of signing a speeding ticket with her sister’s name while she was driving her sister’s car on Feb. 14.
Colin R. Douglas, 24, Weaver Road, East Rochester, was fined $725, had his license suspended for six months, required to attend a three-day counseling program and ordered 30 hours community service for OVI first offense and open container.
William G. Butts, 48, Sandusky, was fined $705, had his license suspended for six months, required 30 hours community service and sentenced to six days in jail for OVI first offense and lane violation.
Nicole Swagger, 30, Macklin Road, New Waterford, was fined $700, had her license suspended for 180 days, ordered to attend a three-day counseling program and required 30 hours community service for OVI first offense and traffic control devices.
Melverino Emilio Jones, 27, Church Hill Road, Lisbon, was fined $350, had his license suspended for six months, required 30 hours community service and sentenced to two days in jail for failure to control and hit skip.
Daniel T. King, 24, Chester, W.Va., was fined $200 and had his license suspended for 180 days for possession of marijuana and a headlights violation.
Levi M. Stamp, 24, Franklin Avenue, Salem, was fined $250 and required 25 hours community service for driving under suspension.
Darryl T. Stokes, 49, North Ellsworth Avenue, Salem, was fined $250 for a non-compliance suspension.
Gary A. Shell Jr., 20, North Beaver Street, Lisbon, was fined $150 for disorderly conduct amended from aggravated menacing for. An assault charge was dismissed. Shell picked up a large tree branch and then a knife during a confrontation on Aug. 9.
Dale E. Dennison, 26, McCracken Road, Salem, was fined $130 and had his license suspended for six months for possession of marijuana and speeding.
Patricia A. Koonse, 48, East Washington Street, Lisbon, waived her right to an extradition hearing so she can be returned to the state of Pennsylvania where she is considered a fugitive from justice.
A domestic violence charge against David W. Merriman, 30, Hillcrest Road, Wellsville, was dismissed due to evidentiary problems. Merriman was accused of grabbing, punching and choking Sherry Davis on Oct. 28.
A driving under suspension citation against Dervish J. Bakia, 68, Lakewood, was dismissed due to a clerical error.
A Feb. 21 pretrial was set for Chad E. Ratliff, 45, East High Street, Salineville, cited with driving under suspension.
A Feb. 23 pretrial was set for Seth A. Swanson, 30, Richey School Road, Hanoverton, cited with violating a temporary protection order for allegedly sending text messages and Instagram messages as well as calling Ali Gatrell.
A March 10 pretrial was set for Sheldon J. Ludt, 20, South Lincoln Avenue, Salem, cited with underage consumption.
A March 13 pretrial was set for Daniel K. Duncan, 38, last known address Schneider Road, Hanoverton, charged with aggravated menacing for allegedly threatening to shoot Jamie S. Wright multiple times and threatening to kill everyone inside Forest Lanes in Kensington on Feb. 13.
A March 23 pretrial was set for Richard C. Meeks Jr., 48, Hillcrest Road, Wellsville, cited with OVI first offense, turn signal violation, OVI refusal with prior within 20 years and open container.
An April 3 pretrial was set for Shane A. Seddon, 37, Southeast Boulevard, Salem, cited with driving under FRA suspension and improper/expired registration.
An April 3 pretrial was set for Mark S. Bailey, 34, state Route 154, Rogers, charged with theft for allegedly taking the car keys from his grandmother’s purse and used her vehicle without permission to go buy drugs on Jan. 26.
An April 6 pretrial was set for Randall Fegert, 52, East Clark Street, East Palestine, cited with driving under a 12-point suspension and improper registration.
An April 17 pretrial was set for Justin W. Rockwell, 27, North 17th Street, Sebring, cited with driving under FRA suspension and two lights displayed.
