The third person charged in relation to a malnourished horse reportedly discovered on her property appeared Wednesday in East Liverpool Municipal Court.

Carla M. Young, 47, Calcutta-Smith Ferry Road, had pretrial scheduled Dec. 1 on a charge of cruelty to animals, with $15,000 recognizance bond set. She was ordered to possess no horses on the property.

Jesse L. Barton, 27, Thompson Avenue, was fined $50 for speeding, with charges of driving under suspension and expired plates dismissed.

Chad W. Rose Sr., 44, McCracken Road, Salem, was fined $50 for a registered campsite violation after he failed to pay the $16 per night fee for a campsite at Beaver Creek Horsemen’s Camp.

Jacquelyne Plumley, 37, Lisbon Street, was fined $35 for improper backing.

Second arraignment was set Nov. 21 for Abby L. Willis, 22, Riverside Avenue, Wellsville, charged with driving under suspension.

Second arraignment was set Dec. 16 for Lucas J. Davis, 33, Fisher Avenue, charged with failure to control.
