Columbiana County Municipal Court

A Nov. 14 preliminary hearing was set in Columbiana County Municipal Court for Jacob S. Lowther, 23, West Summit Lane, East Liverpool, charged with assault of a corrections officer. Lowther is accused of refusing to follow orders and becoming physical with Alan Ketchum, a corrections officer at the Columbiana County Jail. While attempting to escort Lowther into his cell, they both fell to the floor and Lowther allegedly began punching Ketchum in the face on Friday.

Rayshawn L. Gilmore, 26, Youngstown, was bound over to the Columbiana County Common Pleas Court grand jury on a charge of felonious assault. Gilmore is accused of striking Shane Kitzmiller in the head and body with a mop handle while both were incarcerated in the county jail on Oct. 29. Kitzmiller required nine stitches in the back of his head.

David A. Warren, 55, Hofmeister Road, Petersburg, was fined $725, had his license suspended for a year, required 30 hours community service and sentenced to 15 days in jail for OVI first offense and failure to control.

Thomas E. Davis, 60, Darlington, Pa., was fined $305, required to attend a three-day counseling program and ordered 30 hours community service for failure to control, a seat belt violation and reckless operation amended from OVI first offense.

Ryan J. Papic, 36, Elberon Avenue, Salem, was fined $300, had his license suspended for six month and required 40 hours community service for driving under suspension and failure to control.

Scott Kaltenbach Jr., 39, state Route 170, Negley, was fined $250 and required 25 hours community service for driving under suspension.

Charges of assault and domestic violence against Kenny L. Parks, 57, Miller Road, Lisbon, were dismissed. He was accused of assaulting a pregnant Kristina D. Reitz and her mother Annette L.Reitz, who lived with him on Sept. 11.

A Jan. 5 pretrial was set for George Love, 24, Crestview Road, Columbiana, charged with OVI first offense, failure to control and a seat belt violation.
