A Jan. 17 pretrial was set for Kelli E. Winter, 46, Fairview Court, Salem, cited with OVI second offense, lane violations and open container.

After lying in a fetal position on the floor of the Columbiana County Municipal Court courtroom, refusing to cooperate with counsel and exhibiting similar behavior while at the jail this week, Colt A. Heddy, 43, East Chestnut Street, Lisbon, has been found incompetent to stand trial by Judge Mark Frost. Heddy will be transferred to the Heartland Behavioral Health Care Facility in Massilon for evaluation and treatment. He is charged with disorderly conduct and assault for allegedly refusing to cooperate and swinging his fist at an RN, Steve Kurelko at the Salem Regional Medical Center, connecting with the nurse’s left cheek on Nov. 9.

Richard E. Chludzinski, 43, Walnut Street, Rogers, waived his right to an extradition hearing so he can be returned to Pennsylvania, where he faces charges of robbery and OVI.

Keith A. Mohney Jr., 19, West Garfield Road, Columbiana, was fined $300, had his license suspended for 180 days, ordered to attend a three-day counseling program and required 30 hours community service for speeding and reckless operation amended from OVI first offense.

Maura N. Paliani, 26, Chestnut Street, Lisbon, was fined $250, credited with a day in jail and required 30 hours community service for theft for attempting to shoplift nearly $43 in merchandise from the Salem Walmart on Oct. 7.

Michael D. Smith, 48, McCloskey Road, New Waterford, was fined $250 for driving under suspension.

Dustin L. Wright, 19, North Sumner Street, East Palestine, was fined $100 and required 35 hours community service for driving under suspension.

A Dec. 13 pretrial was set for Garrett Lee Speelman, 21, Martha Street, East Liverpool, cited with possession of marijuana and possession of instruments to ingest/inhale a controlled substance.

A Jan. 9 pretrial was set for Rodney S. Iden, 56, Mahoning Avenue, Homeworth, cited with hit skip/leave scene and a stop sign violation.

Ricky Beabout, 58, North Beaver Street, Lisbon, was fined $75 for disorderly conduct for public intoxication.

Rushitha Mettu, 24, Edison, N.J., was fined $150 for lighted lights amended from speeding.

An improper passing citation against Joseph W. Hager Jr., 30, Ravenna, was dismissed on a motion of the Columbiana Municipal Attorney Daniel Blasdell.
