A Nov. 7 preliminary hearing was set in Columbiana County Municipal Court for Rayshawn L. Gilmore, , Youngstown, charged with felonious assault for allegedly striking fellow county jail inmate Shane Kitzmiller in the head with a mop causing him to receive nine stitches to the back of his head on Saturday.

Carl Williamson, 33, U.S. Route 30, Minerva, was fined $725, had his license suspended for 180 days, required 30 hours community service and required to attend a three-day counseling program for OVI first offense and failure to control.

Paul A. Crenshaw, 72, South Market Street, East Palestine, was fined $675, had his license suspended for 180 days, required to attend a three-day counseling program and ordered 30 hours community service for OVI first offense.

Timothy Tonkinson, 26, West Clark Street, East Palestine, was sentenced to 30 days in jail and fined $50 for two counts of failure to confine dogs.

Patrick J. Post Sr., 54, Taylor Road, Negley, was fined $400, credited with two days served in jail and required 25 hours community service for domestic violence and criminal damaging for destroying the house and throwing a box of dishes at his wife when she would not give him money on Aug. 28.

Johnathan W. Puckett, 33, Prospect Street, Salem, was fined $300 and required 50 hours community service for obstructing official business and criminal trespassing after he reported he fell off the roof of Ventra, when he did not have permission to be there.

William L.Batton, 57, Jones Drive, Salem, was fined $250, credited with a day served in jail and required 20 hours community service for disorderly conduct amended from domestic violence for grabbing Diana Batton by the arms and neck during an argument on Oct. 17.

Sue E. Oprandi, 38, Westville Lake Road, Beloit, was fined $150 for disorderly conduct amended from possession of marijuana.

Ryan Oprandi, 42, Westville Lake Road, Beloit, was fined $300, had his license suspended for 180 days, required to attend a three-day counseling program and ordered 30 hours community service for speeding and reckless operation amended from OVI first offense.

Justin L. Burr, 23, 12th Street, Wellsville, was fined $250 and required 30 hours community service for driving under FRA suspension.

Thomas J. Macolino, 28, state Route 164, Lisbon, was fined $350, had his license suspended for 180 days and required 40 hours community service for possession of marijuana, driving under suspension and loud muffler.

Brianna June Ketchum, 20, Dobson Road, Salineville, was fined $150 and had her license suspended for 180 days for possession of marijuana.

Terry L. Hutson, 59, Terra Verde Avenue, Columbiana, was fined $150 for an equipment violation amended from lane violations.

Kimberly M. Sarkozy, 49, Haywood Street, East Liverpool, was fined $100 and sentenced to three days in jail for driving under OVI suspension.

Marcus A. Ford, 22, Toronto, was fined $100, credited with two days served in jail and required 40 hours community service for obstructing official business for giving police a false name.

Angel Lake, 33, East Third Street, Salem, was fined $100 and required 25 hours community service for driving under suspension.

Timothy Boggs, 24, Old state Route 344, Leetonia, was fined $100 and required 10 hours community service for driving under suspension.

A driving under suspension citation against Angela Trump, 44, Fairfield Avenue, Columbiana, was dismissed without prejudice.

A Nov. 14 pretrial was set for Jacob S. Lowther, 23, West Summit Lane, East Liverpool, who allegedly threw a juice container at a corrections officer at the county jail on Oct. 19, striking his wrist and hand.

A Dec. 29 pretrial was set for Steven D. Digman, 51, Thompson Avenue, East Liverpool, cited with driving under suspension.

Stephen L. Nelder, 28, West Fifth Street, Salem, was fined $200, required 25 hours community service and sentenced to two days in jail for failure to register and failure to confine a dog. Additionally, Nelder was ordered to create a confinement system on his property and take appropriate precautions when walking his dog. Nelder, who previously lived on High Street, Lisbon, was cited with the charges on Sept. 13 when his unregistered pit bull was running loose in his neighborhood.

Bennie Shetler, 25, Pine Hollow Road, Lisbon, was fined $700, had his license suspended for 180 days, required to attend a three-day counseling program and ordered 30 hours community service for OVI first offense and left of center. Court documents note Shetler is still permitted to operate horse-drawn vehicles.

Christopher J. Mills, 36, Washington Street, Washingtonville, was fined $755, had his license suspended for 180 days, required to attend a three-day counseling program and ordered 30 hours community service for OVI first offense, failure to control and a seat belt violation.

Cassandra J. Blankenship, 25, Fair Avenue, Salem, was fined $675, had her license suspended for 180 days, required 30 hours community service and required to attend the three-day counseling program for OVI first offense and lights required.

A Dec. 1 pretrial was set for Seth A. Swanson, 30, Richey School Road, Hanoverton, cited with aggravated menacing for allegedly driving recklessly on state Routes 45, 11 and 154 while attempting to cause Ali Gattrell to wreck her vehicle, then exiting his vehicle on Lincoln Way in Lisbon, screaming and threatening her.

A Dec. 6 pretrial was set for Keith A. Whorley, 19, Painter Road, Salem, cited with driving under suspension, failure to display a valid sticker, a turn signal violation, possession of marijuana, possession of drug paraphernalia and obstructing official business for pulling in at a residence on Benton Road when police were trying to initiate a traffic stop on Tuesday.

Wayne D. Fryer, 58, Veterans Boulevard, Chester, W.Va., was fined $650, required to attend a three-day counseling program and required 30 hours community service for reckless operation amended from OVI first offense, speeding, possession of marijuana and marijuana paraphernalia. A driving under suspension citation was dismissed.

Richard D. Allen, 51, state Route 558, Leetonia, was credited with a day served in jail for disorderly conduct amended from domestic violence for standing up in an aggressive manner after threatening Larry Graham on Aug. 21.

Brandon White, 38, Waddell Street, Leetonia, was fined $250, credited with two days served and required 30 hours community service for driving under suspension.

Vincent Syversten, 19, West Chestnut Street, Lisbon, was fined $100 and required 30 hours community service for theft for allegedly taking $190 worth of lottery tickets while he was working at Circle K in Lisbon on Sept. 25.

A Dec. 19 pretrial was set for Joseph E. Ratkovich, 54, state Route 154, Negley, cited with failure to comply and obstructing a grade crossing. On Tuesday Ratkovich was reportedly stopped on the railroad tracks, yelling at railroad employees and blocking a train from using the crossing on Darlington Road in Middleton Township. He then left with deputies following him and refused to stop until he pulled into his own driveway.

A Dec. 20 pretrial was set for Jakob L. Hendricks, 27, Cherry Street, Washingtonville, cited with theft for allegedly removing $1,000 from a cash drawer at Donnell Ford, where he was employed.

A Nov. 21 pretrial was set for Cynthia M. Ewing, 52, Canfield, cited with passing bad checks for allegedly writing a $500 check on her Huntington Bank account on Jan. 2, 2015 to Salem Chrysler, Jeep, Dodge for a deposit on a vehicle.

A Dec. 20 pretrial was set for Ryan P. Partee, 31, New Cumberland, W.V., cited with possession of drug abuse instruments and littering from a vehicle.

A Dec. 22 pretrial was set for Aaron M. Debee, 41, South Market Street, East Palestine, cited with driving under suspension.

A Dec. 13 pretrial was set for Steven E. Ferguson, 50, New Cumberland, W.Va., cited with possession of a drug abuse instrument.

Brian Linn Charles Cane, 32, Beaver Falls, Pa., was fined $150 for lighted lights amended from speeding.

Jeffrey P. Johnson, 60, Boardman, was fined $100 for driving under suspension.

Anna Shell, 41, Metz Road, Columbiana, was fined $50 for disorderly conduct for being voluntarily intoxicated.

Eli Ruffner, 35, Union Ridge Road, Negley, was found not guilty of a disorderly conduct while intoxicated charge following a trial to the court. Court documents state the incident referred to in the complaint was a different incident from the one to which the prosecutor’s witness testified.

A citation for driving under FRA suspension against Jose Quiroz Cruz, 40, Lisbon Road, Salem, was dismissed.
