Highway Patrol

Andrew L. Culp, 27, of Sebring, escaped serious injury after his car went airborne, striking a sign and a utility pole, while driving on Buck Road in Knox Township at 12:53 a.m. Wednesday. Culp, who was trapped in his 1994 Tracer, was taken by ambulance to an area hospital with non-life threatening injuries. The trooper called to the scene smelled alcohol on Culp, who agreed to submit to a blood test while at the hospital. He was cited for failure to control, but other charges may result.

Lillian G. Kimpel, 16, of Canfield, was cited for failure to control after she lost control on a curve, striking a pole and a rock while driving on state Route 558 in Salem Township at 7:45 p.m. Wednesday.

Shelly A. Moore, 46, Columbia Street, Leetonia, struck a deer while driving on state Route 344 in Perry Township at 7:13 p.m. Wednesday.

Nicholas J. Dicello, 26, West Main Street, East Palestine, was cited for failure to control after he reported swerving to avoid a deer, and going off the road and  striking a utility pole while driving on Heck Road in Unity Township at 6:50 p.m. Wednesday.

James W. Ratliff, 78, Allen Avenue, Minerva, was cited for failure to yield after he pulled into the path of an oncoming vehicle being driven by David M. Rumsey, 33, Canal Street, Kensington, resulting in an accident on U.S. Route 30 in West Township at 3:50 p.m. Wednesday.

Gail Jones-Hedrick, 82, of St. Petersburg, Fla., was cited for failure to yield after she pulled from a driveway into the path of a vehicle operated by Alex D. Rudy, 18, Prospect Street, Salem, on Georgetown Road in Knox Township at 5:30 p.m. Tuesday. Rudy struck the side of Jones-Hedrick’s vehicle before going off the road and striking a barn in his pickup truck.

James A. Taylor, 77, Spillway Road, Lisbon, was driving on state Route 11 in Madison Township at 3:47 p.m. Tuesday and began to pass a vehicle operated by Norman L. Plumm, 70, Henry Avenue, East Liverpool, when Plumm blew a tire, with the tire striking Taylor’s windshield.

Ricky R. Clay, 23, East Third Street, Salem, was cited for failure to control after he went off the road and into a ditch while driving on Butcher Road in Salem Township at 10:50 a.m. Friday.

Ryan R. Holzer, 27, of Alliance, was cited for OVI and failure to control after he went off the road to avoid a fallen tree while driving on state Route 172 in Hanover Township at 11:12 p.m. Friday.

Zachary J. Smithers, 22, of Ravenna, was cited for failure to control and leaving the scene of an accident after his abandoned car was found to have been involved in a wreck at the intersection of state Route 517 and Low Road in Fairfield Township at 7:45 p.m. Friday. Smithers’ car crashed through a fence and into a pasture on the Charles Foster farm, with the accident breaking a cow’s leg. A trooper found Smithers’ car abandoned in the roadway about two miles away. Smithers came to the patrol barracks  the next day and explained he panicked and tried to drive away with a flat tire, resulting in him also being cited for driving an unsafe vehicle. He then called for a friend to pick him up. Smithers denied being under the influence.
