East Liverpool Police Reports

An officer received a call of someone near a flatbed in a used car lot on Pennsylvania Avenue and responded to find the man slip over the fence into another parking lot when he saw the officer. As Patrolman Shawn Long approached him, the man, identified as Matthew A. Shilling, Shilling Drive, Chester, W.Va., immediately began yelling that Long was harassing him, according to reports. Long reported Shilling was defiant and uncooperative when told to put his hands on a wall for a pat down search and was charged with obstructing official business. The search turned up two baggies of suspected marijuana from Shilling’s pocket. When placed in the cruiser, Shilling reportedly headbutting the window and was advised by Long he would use his Taser if Shilling did not stop. Shilling reportedly yelled at Long, “Bring it on (expletive),” and the Taser was used, Paramedics were called to remove the prongs from Shilling’s body.

While northbound on St. Clair Avenue on his way home from work in Pittsburgh at 8:45 a.m. Friday, Lucas H. Davis, 33, Fisher Avenue, swerved across two lanes, striking a hillside with his vehicle. Davis told officers he believes he fell asleep, and witnesses said it appeared he fell asleep. Officers reported he did not appear to be under the influence. Paramedics checked out Davis due to air bag deployment. He was cited for failure to control and driving under suspension, and First Class Towing removed his vehicle.
