Columbiana County Grand Jury

John N. Thompson Jr., 25, Chester Street, East Liverpool, was served a secret indictment for a charge of illegal conveyance of a drug of abuse onto the grounds of a detention facility. Thompson is alleged to have taken marijuana to the Columbiana County Jail on Feb. 26. The indictment was issued by the county common pleas court grand jury in June.

Columbiana County Grand Jury

Maurice C. Moman, 37, 10th Street, Wellsville, was served a secret indictment for charges of trafficking in drugs with a forfeiture disability, cultivation of marijuana and having a weapon while under a disability. Moman is accused of having cocaine and more than a 100 grams of marijuana, along with $90 and a loaded .40 caliber Rugar P-94 semi-automatic handgun. The indictment was issued by the county grand jury in June.

Lance J. Dangelo, 23, East State Street, Salem, was served a secret indictment for three counts of possession of drugs. Dangelo is accused of having diazepam, less than a gram of heroin and less than five grams of cocaine on May 1. The indictment was issued by the grand jury in July.

Columbiana County Grand Jury

Cheryl D. Green, 49, May Street, East Palestine, was served a secret indictment on a burglary charge. Green is accused of trespassing in the home of Shanda Pipes, Florence Street, East Liverpool, on May 29, with the intent to commit a criminal offense.

Michael A. Lujan, 26, Cannons Mill Road, East LIverpool, was served a secret indictment for two counts of possession of drugs. Lujan allegedly had dimethyltryptamine and 25I-NBOMe on March 29. Both drugs are hallucinogenics.

Joshua D. Butler, 30, last known address West Pine Lake Road, Salem, was served a secret indictment for possession of drugs for allegedly having oxycodon on Feb. 17.

Gerald A. Dipanfilo, 61, East State Street, Salem, was served a secret indictment for possession of drugs for allegedly having less than five grams of cocaine on April 17.

All four indictments were issued by the county grand jury in July.

Columbiana County Grand Jury

DeVaughn K. Pastore, 21, East Main Street, East Palestine, is charged with illegal manufacture of drugs and illegal possession of chemicals for the manufacture of drugs. Pastore reportedly had both the chemicals to make meth and an active meth lab in a vehicle, which pulled behind a home on West Taggart Street in East Palestine where there were children inside the home on June 20.

Jason S. Greathouse, 30, Crestview Drive, Leetonia, is charged with breaking and entering for allegedly going into Gina’s Drive Thru, Pennsylvania Avenue, East Liverpool, through a side window with the purpose of taking rolled change, cigarettes, lighters and beer on June 13.

Herbert T. Jones, 26, Laura Avenue, East Liverpool, is charged with breaking and entering, two counts theft and one count of attempted theft, which is a first degree misdemeanor. Jones is allegedly to forced his way into Maxi’s Lunchbox, Harvey Avenue, East Liverpool, on June 2 with the purpose of committing a theft; taking a cash register on June 12 from Gilkinson’s Drive Thru; attempting to grab the cash register Dollar General, Walnut Street, East Liverpool on June 12; and taking a 2004 Dodge Intrepid belonging to Jason Walker on June 17.

Robert J. Ketchum Jr., 26, East Perry Street, Salem, is charged with receiving stolen property for allegedly driving a 2000 Chevy Cavalier on June 8, which had previously been reported stolen on May 30.

Dashaun J. Coles, 18, 11th Street, East Liverpool, is charged with receiving stolen property after allegedly having a 2010 GMC SUV owned by Carlos Monteiro on June 10.

Abby L. Pierson, 20, Academy Street, Salineville, is charged with receiving stolen property, a first-degree misdemeanor. Pierson reportedly had a laptop belonging to Albert Hobbs, but told Salineville police she paid John Woodland $150 for the laptop on May 25. Hobbs claimed Pierson broke into his home and took the computer.

David C. Fiore, 47, Chris Avenue, Washingtonville, is charged with OVI with a repeat OVI offender specification. Fiore reportedly has five previous OVI convictions within the past 20 years – in 2001, 2004, 2005, 2007 and 2011.

Ted S. Bennett, 46, Southeast Boulevard, Salem, is charged with OVI with a repeat OVI offender specification. Bennett reportedly has five previous OVI convictions within the previous 20 years – in 1997, 2005, 2006, 2008 and 2012.

There were also three no bills issued, cases where the grand jury declined to indict the person charged. A no bill of indictment was issued in the case Alicia A. Foreman, 44, Oak Grove Road, Salineville, who was accused of misuse of a credit card while at the Salineville Carry-Out. The case was dismissed.

Another no bill of indictment was issued in the case of David L. Todd, 42, Elkton West Point Road, Lisbon, charged with assault after allegedly throwing a brick at Amber Possage on April 27, narrowly missing her and then hitting her several times before running off. The case was dismissed.

A final no bill of indictment was issued in the case against Jared M. Coil, 26, Steubenville Pike, Lisbon, charged with felonious assault. Coil is accused of taking both a .38 and a .45 caliber handgun from Robert Marshall while inside his house and firing several rounds into Marshall’s 1997 Jeep while it was being driven by Nicholas Burson. The case was dismissed.

Columbiana County Grand Jury

Michael P. Souers Jr., 27, East Pershing Street, Salem, is charged with robbery for allegedly strong arming Doroty Hinchliffe, 90, so he could steal her purse while she was near Trolls Jewelry in Salem on June 6.

Kip A. Bailey, 26, state Route 267, East Liverpool, is charged with arson for allegedly setting fire to a 2002 Chevy Malibu owned by Joni May on June 14 near Scotty’s Bar.

David D. Crooms, 47, Clarks Mill Road, Hammondsville, is charged with burglary for allegedly going into the home of Desiree Dickson, Washington Street, Salineville, to assault Mervin Jones, who was lying on the couch on March 30, 2014.

Columbiana County Grand Jury

Two people from East Liverpool were served secret indictments Thursday on drug-related charges.

Kristina L. Swain, 28, Dresden Avenue, has been charged with one count of possession of drugs, and Terry L. Sonntog, 39, Warren Avenue, faces one count of permitting drug abuse.

According to reports, Sonntog reportedly gave Swain a ride in his tow truck on Dec. 19, 2013, in which she allegedly had cocaine in her possession.

Columbiana County Grand Jury

Six secret indictments were served throughout the holiday weekend.

Sharon I. Morrison, 61, Cleveland Street, Salem, was charged with one count of theft. Morrison allegedly stole between $7,500 and $150,000 in unemployment compensation benefits from the Ohio Department of Job and Family Services from March 24-Dec. 28, 2013.

Two people from Lisbon are facing drug related charges. Lisa A. Clark, 54, and Rusty R. Altman, 41, both of Cream Ridge Road, Lisbon, each face one count of drug possession and one count of permitting drug abuse. Both reportedly had less than five grams of cocaine in possession, and allowed their property to be used for drug trafficking by Tremaine “T” Jackson. The charges allegedly occurred Nov. 13, 2013.

Benjamin R. Hipsley, 56, Riverside Drive, Wellsville, faces one count of possession of drugs. Hipsley allegedly had cocaine in his possession March 15 along with $51 with the intention to purchase cocaine.

Blakely S. Cooper, 23, Lincoln Avenue, East Liverpool, is charged with 12 counts of receiving stolen property and 12 counts of forgery. Cooper allegedly attempted on April 3 to use a money order belonging to Keith Anderson with a forged signature at a Rite Aid.

Shawn R. Haines, 29, East Chestnut Street, Lisbon, faces one count of trafficking in counterfeit controlled substance, accused of selling, or attempting to sell the substance.

Altman and Morrison’s indictments were served Thursday, while Hipsley’s indictment was served Friday. Indictments for Cooper, Haines and Clark were served Saturday.

Columbiana County Grand Jury

A secret indictment was served this week to a Columbiana man, accused of child pornography related charges.

Todd R. Chellis, 35, Edward Circle, Columbiana, is charged with illegal use of a minor in nudity oriented material or performance and pandering in obscenity involving a minor. Both charges allege he committed the acts in November 2013. Chellis is also charged with domestic violence for allegedly harming Bethaney Chellis on Nov. 25, 2013.

Two Salem people accused of cooking meth also were served secret indictments this week. Kyle D. Gray, 23, Kennedy Drive, Salem, and Chantel M. Shuman, 22, Orchard Court, Salem, are both charged with illegal manufacturing of drugs, possession of chemicals to manufacture methamphetamines and possession of drugs for methoxetamine. The three charges all allegedly occurred on March 22.

All three indictments were issued by the county grand jury in June.
