Columbiana County Common Pleas for 5-23

Frank E. Fulmer, 57, Drain Street, East Liverpool, pleaded guilty in Columbiana County Common Pleas Court to receiving stolen property and having a weapon under disability. He faces up to four years in prison and $12,500 in fines.

Fulmer allegedly brandished a loaded .22 caliber Glennfield rifle when police were attempting to take him into custody on June 19, 2013.

Additionally, he has a 1986 conviction for rape, which forbids him from having the rifle, which was reportedly in the bedroom of his home when police arrived.
