East Liverpool Police Reports for 4-18

An officer on patrol at 3:59 a.m. Wednesday reported seeing a pickup truck with Pennsylvania license plates pull over to the curb on North Street and a woman exiting the truck then walking up North Street. The officer asked the woman if everything was OK and she said she was looking for her sister’s house on McKinnon Avenue. She gave the name of Janel Hayes, and the officer checked but found no warrants for anyone by that name. However, he did find an outstanding warrant for Stephanie Hayes, 30, Pennsylvania Avenue. When he pulled up a photo of that person on his computer, it was the woman he had spoken with. Hayes was located on Broad Street and taken into custody on the warrant as well as being charged additionally with falsification. A search of her wallet reportedly turned up a cellophane wrapper containing several blue pills and an EBT card belonging to a man, as well as two receipts where it had been used at the local Sparkle Market.

Tracy L. Jones, 55, address not listed, was charged Wednesday with obstructing official business and two counts of disorderly conduct/intoxication after Seth Watkins called on behalf of his mother, Pam Watkins to have Jones removed from her home.

Melissa R. Decara, Vine Street, reported coming home from work to find her ex-boyfriend, John W. Matheny, 33, sleeping on the couch. She took her dog out for a walk and, when she returned, said Matheny indicated he was going to the gas station and was acting strangely. After he left, Decara found a diamond ring and her debit card missing and, checking with the bank, found it had been used to withdraw $400 from her account. The next day, Decara called to have Matheny removed from her home after he reportedly kicked in the door and was screaming “like a mad man.” Officers said he told them he had no money, no food and no home but said he would repay the $400 he took from Decara’s bank account and pay her back for the ring. He was charged with criminal trespass.
