Columbiana County Municipal Court for 3-4

In Columbiana County Municipal Court on Monday, a March 17 preliminary hearing was set for Ingrid Elizabeth Shepherd, 37, Allison Park, Pa., charged with trafficking in drugs after Columbiana police reportedly found five tightly wrapped bundles of suspected marijuana, one clear plastic baggy of suspected marijuana and a folded napkin of marijuana shake in her vehicle during a traffic stop on Saturday. A pretrial was set for March 17 on a tail lights citation.

Steven W. Watters II, 35, Miller Road, Leetonia, was bound over to the grand jury on a charge of burglary after a preliminary hearing was held before Judge Carol Robb. Bond was set at $50,000. Watters is accused of going into a home on state Route 172, where the resident found him in the dining room area on Feb. 24. About $565 was taken from the home.

Reginald Odd, 42, Fairview Place, Alliance, was bound over to the grand jury on a charge of theft for allegedly, along with two co-defendants, Greg Gatrell and Michelle Settles, obtaining various items from the Salem Walmart on Feb. 24, leaving without paying and loading up the car with $1,420 in merchandise. Another theft charge against Odd, accusing him of taking two Gateway computer items valued at nearly $700 total from Walmart in Salem on Feb. 18, was dismissed. A May 29 pretrial was set for a third theft charge against Odd where he is accused of taking 41 lighters valued at $77 from Circle K, West State Street, Salem, on Feb. 18.

Michael P. Hazen, 37, Quaker Lane, Salem, was fined $1,200, credited with two days served in jail and required 50 hours community service for weapons while intoxicated and two counts obstructing official business. Hazen had a .380-caliber pistol in the trunk of his vehicle on Feb. 16, when he had been drinking. He also denied having the weapon in his trunk when questioned by police. A felony tampering with evidence charge was amended to one of the obstructing official business charges.

Joshua Robert Keenan, 21, East Martin Street, East Palestine, was fined $905, had his license suspended for six months, was required 40 hours community service and credited with 10 days served in jail for drug paraphernalia, possession of drugs, OVI first offense, underage consumption, driving without a valid license and a seat belt violation. A windshield violation was dismissed.

Timothy S. Rhodes, 44, Monroeville, Salineville, was fined $250, sentenced to three days in jail, had his license suspended for six months and required 30 hours community service for reckless operation amended from OVI first offense. A lane violation citation was dismissed.

Brandi Jo Glover, 27, Salineville Road, Salineville, was fined $705, sentenced to three days in jail, sentenced to three days in counseling class and had her license suspended for six months for OVI first offense and a turn signal violation.

Patrick J. Jarrett, 29, Kennedy Road, Salem, was fined $300, credited with four days served in jail and required 30 hours community service for aggravated menacing and criminal damaging. Jarrett was upset on Nov. 27 because a Cashland employee would not give him the money he requested for a TV. He then threatened the employee by stating “they’re gonna find a bloody mess” and “I’ll be waiting for you to leave.” Then before leaving, Jarrett threw a plastic wrap with a handle at the employee and struck a printer, breaking it.

Michael Hamilton, 25, Benton Road, Salem, was fined $300, had his license suspended for 180 days and was credited with 10 days served in jail for theft and drug paraphernalia. Hamilton gave someone a counterfeit $50 on Feb. 20 and when stopped by police had a crack pipe in his pocket.

Justin L. Hays, 19, Adams Road, East Palestine, was fined $200 for a stopped school bus.

William Lemon, 40, West 23rd Street, Alliance, was fined $150 for unsafe vehicle amended from failure to control.

John W. Shasteen, 30, U.S. Route 30, Lisbon, was fined $150 for disorderly conduct amended from violating a temporary protection order for calling his wife at work on May 6, 2013, asking her what she was doing and where the children were.

Quint A. Witherow, 32, Steubenville Pike, Lisbon, was fined $150 for no license amended from driving under suspension.

Gloria E. Lykens, 23, High Street, Leetonia, was fined $150, credited with one day served in jail and required 30 hours community service for theft for $123 in merchandise concealed at Walmart in Salem on Nov. 14.

Roger Curtis Mullet, 26, West Pine Lake Road, Salem, was fined $130 for driving under FRA suspension and a seat belt violation.

Stacy Root, 34, Warren, was fined $100 for disorderly conduct amended from OVI first offense.

An assault charge against Dale E. Dennison, 23, West Chestnut Street, Lisbon, was dismissed. Dennison had been accused of hitting his girlfriend, Keri Davis, on Aug. 18 and throwing her to ground.

A March 10 pretrial was set for James G. Markham, 54, Lippincott Road, East Rochester, cited with domestic violence for allegedly choking Ashley Hill on Sunday.

A March 10 pretrial was set for Jeffrie A. Safley, 50, North Bend, Ore., cited with domestic violence for allegedly throwing his girlfriend out of their camper at the Timashamie Campground on Saturday.

A March 25 pretrial was set for Chad M. Collins, 28, McCracken Road, Salem, charged with four counts of criminal simulation for allegedly having four counterfeit $100 bills on Feb. 27.

A March 27 pretrial was set for Theodore R. Murphy II, 49, Bacon Avenue, East Palestine, cited with OVI first offense and a turn signal violation.

A March 31 pretrial was set for Christopher J. Mills, 33, Washington Street, Washingtonville, possession of drug paraphernalia.

A March 31 pretrial was set for Donald R. Smith, 54, Speidel Road, Lisbon, cited with driving under suspension.

An April 3 pretrial was set for Richard E. Brewer II, 34, Parkview Drive, Hanoverton, cited with driving under suspension and speeding.

An April 3 pretrial was set for Joseph P. Desalvo Jr., 37, East Third Street, Salem, cited with possession of drug paraphernalia for an alleged crack pipe, OVI third offense and a turn signal violation.

An April 3 pretrial was set for Amy C. Milliken, 41, Whinnery Road, Salem, cited with wrongful entrustment.

An April 7 pretrial was set for Harper J. Farish, 24, Steubenville Pike, Salineville, cited with OVI third offense, failure to reinstate a license and failure to control.

An April 7 pretrial was set for Dennis J. Edmond, 58, state Route 39, Wellsville, cited with OVI first offense, driving under suspension, failure to control, insecure load and a seat belt violation.

An April 7 pretrial was set for Shawn E. Uptegraph, 42, Whinnery Road, Salem, cited with OVI first offense, driving under FRA suspension and speeding.

An April 14 pretrial was set for Jonathan David Shellenberger, 24, Pembrooke Drive, Salem, charged with domestic violence for allegedly striking the mother of his child multiple times in the mouth until she lost consciousness on Feb. 28.

A May 13 court trial was set for Michael A. Brownfield, 56, High Street, New Waterford, cited with driving under suspension and failure to display a valid sticker.

A May 13 pretrial was set for Cynthia E. Stacey-Tirabassi, 54, Fairfield School Road, Columbiana, cited with OVI first offense and traffic control devices.

A March 25 pretrial was set for Richard B. Hall, 28, Kingsport, Tenn., charged with vehicular manslaughter for allegedly causing the death of Kara N. Molnar, the passenger on his motorcycle on Sept. 26, when he allegedly failed to negotiate a curve in Butler Township.
