Woman causes accident after stopping on highway

EAST LIVERPOOL – A woman was injured Tuesday night after stopping in the middle of a busy highway to see what was happening on the Jennings Randolph Bridge, where a person had reportedly jumped into the water.

City Patrolman Fred Flati reported that Angeline M. Carter, West Fourth Street, was eastbound when she noticed Hancock County deputies and city police officers on the bridge with lighting trying to locate the jumper.

“With all that was going on on the bridge, (Carter) decided to stop in her lane to gawk,” according to Flati.

He said Carter stopped her van in the middle of the right lane, where it was struck by an eastbound vehicle driven by Darlene G. Snyder, Price Street, who crested a hill and could not see the stopped vehicle.

Flati said the impact trapped Carter inside her vehicle until he and Patrolman John Headley were able to force the driver’s side door open and move the steering wheel away so she could be extricated.

Carter had two children in the van with her, while Snyder had another adult with her.

Carter was transported to East Liverpool City Hospital by ambulance. There were no other injuries reported.

Carter was cited for a slow/stopped vehicle violation.

Both vehicles were towed from the scene. The city fire department also responded.
