Original panes replaced at City Hall

A worker for Window World scales a ladder outside East Liverpool City Hall, where new triple pane windows are being installed in the first two floors at a cost of about $22,000. The building, which is between 80 and 100 years old, still has its original windows, many of which have cracks, holes and leaking seals that allow cold air and even snow to enter offices.
