Discussion of appeal leads to longer expulsion

EAST LIVERPOOL — After nearly an hour behind closed doors to discuss a student-related appeal, the city board of education returned to add time to an expulsion that had already been imposed.

The board met in executive session to discuss the student’s appeal of an expulsion as permitted by law, but upon returning, member Richard Wolf moved to affirm the expulsion four days beyond the previous suspension, giving no other details.

With member Pat Persohn abstaining, the board voted 4-0 in favor of the recommendation.

A recommendation to adopt a resolution denying a grievance filed by OAPSE Local 223 died for lack of a motion. The proposed denial stated that no employee within the classification asserted a right to the position based on seniority and no employee from a different classification met the minimum qualifications determined by the job description. The denial also stated neither the grievance nor an appeal at Level Two were timely filed.

Wolf made a new motion denying the grievance, saying it was filed seeking compensation for an unnamed employee. After the meeting, President Sarah Porter said the grievance was filed on behalf of the union as a whole but wanting compensation for an individual.

The board had convened for about 35 minutes in a second executive session for personnel/appointment just prior to this issue being brought up but it was unclear if the grievance was the topic discussed in that session.

In personnel matters, the board approved the appointment of Jason Walker as a four-hour custodian at North Elementary at $14,672 and several substitute positions.

Treasurer Kathy Jo Laughlin was appointed as the board’s designee for public records training.

All one-year supplemental contracts were non-renewed, a formality that takes place annually.

The board approved several recommendations from the treasurer, including:

— An agreement with ACCESS for Application Services for fiscal year 2019, Educational Management Information System (EMIS), Student Information System at a cost of $19,949.

— An agreement with ACCESS for Internet access for fiscal year 2019 at a cost of $71,600.

— An agreement with ACCESS for Voice Services for fiscal year 2019 including 272 phones at a cost of $14,600; voicemail annual fee will be $10,295 and equipment (not eligible for e-rate discount); e-rate eligible services total annual fee will be $14,960 and ineligible services, $10,295.

— Professional development for Chromebooks through the county ESC, not to exceed $17,800.

— A proposal from Johnson Controls to replace a failed return (a furnace part), $6,079.

— Uniforms for the junior varsity softball team, not to exceed $900, with the boosters to pay half the cost within the next year.

A $200 donation was accepted from the East Liverpool Dahlia Club for the Landscaping Class for future projects.

Persohn reported the East Liverpool High School Alumni Association City Schools Education and Scholarship Fund has scholarships available and encouraged anyone interested or who knows an interested senior to obtain an application.
