Hibbetts Mill project to begin

WELLSVILLE — Construction on the Buckeye Water District’s long-awaited Hibbetts Mill Road water line project is expected to begin at the start of next week.

District Manager Al DeAngelis reported during Thursday’s Board of Trustees meeting that work is anticipated to start Monday on the first phase of the project, which would replace the aging water line alongside Hibbetts Mill Road and state Route 45.

The construction work will be handled by X-Press Underground Inc. of Petersburg, while Dallis Dawson and Associates of East Liverpool, the district’s engineer on-record, will handle construction management and inspection services during the project.

DeAngelis said the district provided X-Press with its Notice to Proceed to start work this Monday, but also said that when it would was at the contractor’s discretion.

“That’s the plan, but it’s all depending upon the contractor,” DeAngelis said. “He got the notice to proceed.”

X-Press Underground was awarded the project by the district during a special meeting on Sept. 1, a week after a second round of bids were revealed, to which X-Press offered a bid of $846,412. The district determined X-Press’ bid to be the lowest and best offer of the four bids that were presented, which also included bids from Bova Construction for $1,057,413, S.E.T. ($1,060,114.70) and James White Construction ($1,242,337).

The second round of bidding came after the district turned down all bids after the first round of sealed bids, revealed back on July 20, were determined to be too high and over the estimate by 10 percent.

DeAngelis reported that, during construction, traffic will go down to one lane in certain areas, but added that the district does not expect any traffic delays or problems during this time.

Construction on the project is expected to take three months, and should be completed by the end of the year.

In other business:

— DeAngelis also reported that the district has submitted all contract documents for the Salineville water tank project to the United States Department of Agriculture (USDA), who has two documents at hand. The district is awaiting word from the USDA on whether the documents have been approved so that the district can give its notice to proceed to the contractors on that project.

— Trustee/Computer Study Committee chairman Mike Lynn provided an update on the front office’s software upgrades, to which he reported that Software Solutions has installed the sandbox and incorporated the district’s information into the new system. The new system for the district, to which upgrades of software and servers were required and completed, is anticipated to go live later this fall.

— The board approved the August Treasurer’s Report, which indicated a monthly revenue of $257,045.70 and expenditures for the month of $163,151.48, resulting in a net income of $93,894.22 The recommendation was made by the Finance Committee, who reviewed the report during its meeting Wednesday.

The next regular meeting is scheduled for 9 a.m. Oct. 19 at Wellsville Village Hall.
