New signs warn against engine braking

WELLSVILLE — New signs have been installed in Yellow Creek Township, which warns truck drivers that engine braking is not allowed in a certain area in the township.

During Tuesday’s meeting, trustees announced that the Ohio Department of Transportation (ODOT) placed new “No Engine Brake” signs on state Route 45 back on July 18. The new signs are located at both ends of the 1.8-mile strip on Route 45, which includes the entrance of the township near Township Line Road, and the other coming from the south.

A week prior to the signs being placed, trustees approved a resolution requesting ODOT install the “No Engine Brake” signs following complaints from several residents regarding the noise. Residents said the loud sound from the brake had a negative impact due to the close proximity to the roadway.

Per Ohio Revised Code, townships have the authority to regulate noise coming from motor vehicles and other devices that use internal combustion engines.

Trustee Chairman Kenny Biacco and Trustee Mark Allison both said that in the week that the signs have been placed, no additional complaints have been made by residents.

“I think it has helped here,” Allison said.

“I think it has,” Biacco said. “I’ve heard no complaints.”

Biacco also said that copies of the approved resolution from the July 11 meeting were sent to the Lisbon post of the State Highway Patrol and the Columbiana County Sheriff’s office advising them of the situation.

Meanwhile, in another matter regarding signs, Biacco reported that the township’s grant for road signs throughout the township were approved by the state, and that the township was afforded $20,950 from that grant. The township will be able to acquire road signs, poles, hardware and other materials needed, at no cost.

This past April, the township applied for the signs grant through the county engineer’s office, to which recipients were determined based on traffic accidents occurring within the township and handled by troopers of the Ohio State Highway Patrol.

Biacco said the township should be able to start receiving activity within the next four to six weeks.

In other business:

— Biacco reported that he contacted Protech Inc. for a quote on service to cover electrical issues at the township’s offices on Oak Ridge Road. He said that a representative was to have a quote available on Tuesday, but the board had not received the quote or other information by the 7 p.m. meeting time.

— Biacco reported from a message left by Fiscal Officer Deborah Lyle, who was absent from Tuesday’s meeting, that a special meeting will be held at 2:30 p.m Aug. 4, to which a representative from a records company will be on hand to discuss saving township records in the office and garage, some of which have been stored in the basement and have been damaged.

— Biacco reported that he and road foreman Travis McLean traveled to Fife Coal Road to speak with representatives from Wellsville Foundry and Yellow Creek Foundry regarding a culvert pipe issue. Biacco said he was advised from Yellow Creek to handle whatever work needs to be done, but also said he was expecting a call from another resident but had not received it at this time.

The next meeting is scheduled for 7 p.m. Aug. 8.
