Lisbon man pleads guilty to child porn charges

LISBON — A Lisbon man pleaded guilty last week to three counts related to child pornography found on his computer late last year.

Scott E. Arter, 51, West High Street, Lisbon, appeared before Judge Scott Washam on Friday with the support of a large group of family and friends to plead guilty to the charges.

In November and December of 2015, Arter reportedly had an HP Compaq desktop computer, where multiple obscene images were found of prepubescent children posing in the nude and engaging in sexual conduct. In May he was charged with pandering in obscenities involving a minor, pandering in sexually oriented matter involving a minor and illegal use of a minor in nudity oriented material or performance following the case being presented to the county grand jury.

On Friday, Arter pleaded guilty to the three charges and faces up to four years in prison, although Assistant County Prosecutor Tammie Riley Jones said the prosecutor’s office will be requesting a 17-month prison term. She is also requesting Arter be required to register as a Tier II sexual offender, required to register periodically and verify his address.

Arter, who works as an industrial maintenance technician, is scheduled for sentencing on Jan. 27.
