BOE questions plumbing bill
EAST LIVERPOOL – East Liverpool City school board members say they won’t pay a plumbing bill for the Westgate Middle School roof renovation project until their questions about extra work are answered.
At a special meeting Monday, the board questioned building and grounds supervisor Mark Reed about a $9,400 bill from Campopiano Roofing Inc., of Twinsburg, Ohio, for roof drain piping work that exceeded the contract time and materials allowance.
Board members, saying they weren’t informed of the extra work or the cost overrun, tabled action on the bill until the Aug. 25 meeting.
“I’m not going to support giving him another penny,” said board member Brian Allen, who voted against the original contract in May.
The steel roof is being replaced in spots because of leaking, rust and other problems associated with its age. Work is proceeding from the western portion of the Westgate complex to the administrative wing, which houses the school district’s offices and board meeting room.
Campopiano’s bid of $521,000 covers the installation of new roofing material, flashing, additional drains, and tapers to divert water more efficiently to the drains.
Reed said the additional hours were necessary because five drains were added to the project and the work had to be done in tight spaces.
Board members expressed surprise Monday that they weren’t approached about the extra work.
“It’s not an open-ended contract. I don’t remember hearing anything about adding new drains,” said board member Scott Dieringer, chairman of the building and grounds committee. “It wasn’t discussed with the board.”
Only $3,700 of the $7,500 material allowance was used, giving the district a $3,800 credit toward the plumbing bill, Dieringer said.
The plumbing bill came to $13,200 – 176 hours billed at $75 an hour – minus the $3,800 credit, he said.
The board approved the contract 4-1 in May with the understanding that members would be informed of any concealed conditions with the roof.
