East Liverpool police reports
Armed with an arrest warrant from the sheriff’s office, police took Emmanuel R. Foster into a custody after they saw him get into a silver vehicle and then stopped the vehicle on St. Clair Avenue at 6:31 p.m. Monday. Foster, 30, was taken into custody without incident and transported to the county jail.
Police responded to a domestic dispute on Dresden Avenue at 3:07 p.m. Monday, where Kelly Davis reported she and Richard Stoddard had been arguing and Stoddard left. She said the puppy followed Stoddard to his vehicle and the puppy then tried jumping into the vehicle as Stoddard shut the door, accidentally hurting the dog. Davis said Stoddard took the dog to a veterinarian.
Police escorted Kennedy Patton to a home on West Seventh Street to collect her belongings at 5:39 p.m. Monday.
A caller reported seeing a drunken man stumbling about and falling down on Erie Street at 10:16 p.m. Sunday. Police found Thomas A. Taylor laying on the street with a small cut to the forehead. Taylor, 52, was cited for public intoxication and transported by ambulance to the East Liverpool City Hospital emergency room.
Police were called East Liverpool City Hospital at 7:17 p.m. Sunday in regard to an unruly patient. Emily Touma had been transported to the hospital from the New Day Recovery facility near Rogers but she was discharged from detox by the hospital after leaving her room for five minutes. Touma, who is from Lorain, was taken to the police department so she could find a ride home.
A male juvenile was charged with marijuana possession following a traffic stop on Eutaw Avenue at 9:22 p.m. Sunday. The boy was a passenger in the vehicle, and the police could smell marijuana once they rolled down the window. The boy admitted to having a small baggie of marijuana in his pocket.
