Columbiana County Common Pleas

Courtney R. Wilms, state Route 7, New Waterford, pleaded guilty in Common Pleas Court to three counts of theft and one count of medicaid eligibility fraud.

Wilms failed to report an employed household member, Michael Neese Jr., resulting in the over-payments of various assistance programs. Beginning on Feb. 12, 2015 and continuing through Feb. 28, 2018 she fraudulently collected food assistance benefits totaling $22,642. Additionally, beginning Feb. 1, 2015 and continuing through March 31, 2015, Wilms similarly received an overpayment of Ohio Works First benefits totaling $1,164. Then from March 1, 2015 to Feb. 28, 2018, she fraudulently received $21,639 in medical assistance benefits. Finally, from October 2014 to Feb. 28, 2018, her failure to report Neese led to overpayment of $21,639 through Medicaid.

Wilms faces up to five and half years in prison and a $17,500 fine. Sentencing is set for May 20.

Clint A. Myers, 35, South Union Avenue, Salem, pleaded guilty to improper handling of a firearm in a motor vehicle. On Oct. 28, 2017, Myers had a loaded nine-millimeter Ruger semi-automatic pistol in a tote bag within arm’s reach in his vehicle. He is facing up to 18 months in prison and a fine of $5,000. Sentencing is set for May 17.

Zachary S. Daniels, 26, East State Street, Salem, was found eligible for intervention in lieu of conviction, pleaded guilty to possession of drugs and placed on a three year treatment plan. Daniels had methamphetamines in a plastic bag in his wallet on Feb. 4, 2018 in Salem.

Jansen C. Paumier, 24, Youngstown, was found eligible for intervention in lieu of conviction and pleaded guilty to two counts trafficking in drugs. Paumier was placed on a four-year intervention treatment plan. On Aug. 4 and Aug. 14, 2015, Paumier had sold LSD doses to confidential informants within 1,000 feet of the Riley Elementary School.
