In County Municipal Court, James J. Harper, 53, County Home Road, Lisbon, signed a waiver of extradition so he can be returned to the state of West Virginia where he faces five counts of failure to register as a sexual offender. The charges contend Harper failed to report to West Virginia State Police within 10 days of Feb. 13, 2018, that he had the internet, a Facebook account, a Facebook messenger account, a motor vehicle and a cell phone. The matter of extradition on the fugitive from justice charge is scheduled for a decision to the bench on Jan. 22.
A Jan. 14 preliminary hearing was set for Justin M. Lamp, 40, last known address Foundry Hill Road, Summitville, charged with failure to comply-fleeing and eluding after he allegedly drove at speeds in excess of 75 mph on Laughlin Mill Road and Foundry Hill Road on Monday.
A March 5 pretrial was set for Scott A. Bailey, 48, Jennings Avenue, Salem, cited with OVI second offense and reasonable control.
Jeremy M. Matuska, 46, Sunset Boulevard, Wellsville, was fined $700, had his license suspended for a year, required to attend a three-day counseling program and ordered 20 hours community service for OVI and failure to control.
A March 12 pretrial was set for Eric L. Randolph, 45, South Madison Avenue, Salem, charged with physical control.
Tegan Demelza Lennon Vingle, 38, Aetna Street, Salem, was sentenced to three days in jail, fined $600, had her license suspended for 180 day and required 30 hours community service for physical control.
Matthew D. Albaugh, 38, Tampa Fla., was fined $400, had his license suspended for 180 days, required to attend a three-day counseling program and ordered 40 hours community service for speeding and reckless operation amended from OVI first offense.
A Feb. 25 pretrial was set for Randy L. Newberry, 60, Morris Road, Lisbon, charged with OVI first offense, OVI refusal with prior within 20 years, driving under an OVI suspension and left of center.
Tracie L. Holtz, 22, South Walnut Street, East Palestine, was fined $150, credited with a day served in jail and required 30 hours community service for theft for shoplifting from the Salem Walmart on Friday.
A Jan. 22 pretrial was set for Candace L. Fraser, 29, Ohio Avenue, Salem, cited with possession of a drug abuse instrument for allegedly having two used syringes in her purse on Monday.
A March 7 pretrial was set for Mindy Wardell, 24, New Garden Avenue, Salem, charged with domestic violence for allegedly fighting with Shane Burkhart on Sunday, leaving him with a scratched neck and redness.
A March 11 pretrial was set for Tyler A. Austin, 25, Canfield, charged with disorderly conduct for allegedly refusing to leave the Crystal Lounge in Wellsville when he was asked to do so on Monday for using abusive language.
Cletis R. Monroy, 35, East Sixth Street, Salem, was fined $250 and required 40 hours community service for driving under suspension.
A Feb. 26 pretrial was set for Tracy L. Swinehart, 46, Pittsburgh Street, Columbiana, charged with theft for allegedly taking the $810 she was paid for newspapers from numerous businesses while employed by the Morning Journal, turning in only the checks and keeping the cash in August.
A Feb. 19 pretrial was set for Isabela Fransisco, 22, Walnut Street, Salem, charged with theft for allegedly leaving the Salem Walmart on Dec. 13 without scanning and paying for $131 in merchandise after paying for $77 worth of items.
Justin A. Batman-Smitha, 21, West State Street, Salem, was fined $300 and required 40 hours community service for possession of marijuana, driving under suspension and expired plates.
Charles W. Rhoads IV, 24, state Route 45, Salem, was fined $150 for persistent disorderly conduct amended from assault for allegedly punching Matthew Marshall and knocking him to the ground on Aug. 24.
Dirk J. Legel, 42, West Taggart Street, East Palestine, was fined $150 for expired license. A citation for no motorcycle endorsement was dismissed.
A March 12 pretrial was set for Billy C. Weyand, 29, Clark Avenue, Wellsville, cited with driving under suspension.
Sallee O. Keniston, 26, East School Street, Salem, was fined $150 and required 25 hours community service for driving under FRA suspension.
A March 11 pretrial was set for Eric J. Kopnitsky, 31, Austintown, cited with driving under suspension.
Brandon A. Smith, 27, Georgetown Road, Salem, was fined $150 and required 25 hours community service for driving under suspension.
Destiny Powell, 21, Lake Milton, was required 10 hours community service for driving under suspension.
Aleece M. Klein, 34, South Park Avenue, Lisbon, was fined $175 and required 10 hours community service for driving under suspension and speeding
Taylor R. Wolfe, 23, Echo Dell Road, East Liverpool, was fined $25, had her license suspended for 180 days and required 30 hours community service for possession of drugs.
