Columbiana County Grand Jury

Cheyenne D. Weyand, 21, North Shadylane Drive, East Liverpool, was served a secret indictment charged with theft. Weyand allegedly had a wedding ring and diamond bracelet belonging to Margaret Brock, an elderly woman, on April 26. The indictment was issued by the grand jury in August.

Kevin S. Neely, 36, no known address, was served a secret indictment for charges of misuse of credit card and two counts of receiving stolen property. Neely allegedly had a 2006 Chevy Aveo belonging to Paige Hostetter, and a stolen Walmart credit card belonging to Brittney Curran, which he reportedly used on June 14. The indictment was issued by the grand jury in October.

Jaron D. Heard, also known as Pow, 25, Cleveland, was served a secret indictment for charges of possession of drugs and two counts of trafficking in drugs with a forfeiture specification. On April 25, Heard allegedly had at least five grams of cocaine and less than 10 grams of cocaine. Additionally, on May 24, he allegedly sold heroin and fentanyl when he had $724 believed used in the commission of drug-related offenses. The indictment was issued by the grand jury in November.

Joseph M. Smith, 33, West Ninth Street, Salem, is charged with aggravated possession of drugs for allegedly having methamphetamine on Oct. 16, 2017. The indictment was issued by the grand jury in December.

Dewey J. Souers, 29, Vine Avenue, Salem, is charged with two counts of aggravated possession of drugs. Souers allegedly had methamphetamine and fentanyl on Aug. 17. The indictment was issued by the grand jury in December.

James J. Lippiatt Jr., 29, last known address Washington Avenue, Salem, is charged with aggravated possession of drugs and two counts of possession of drugs. On April 18 Lippiatt allegedly had amphetamine, alprazolam and buprenorphine. The indictment was issued by the grand jury in December.
